IPAF Licence Explained: Powered Access Platforms Training Guide
IPAF (International Powered Access Federation) certification is the industry standard for operating mobile elevating work platforms (MEWPs) — commonly known as cherry pickers and scissor lifts. Holding an IPAF licence opens up better-paid roles in warehousing, construction, maintenance, and events.
What Is IPAF?
IPAF is the global body that sets standards for powered access training. An IPAF Powered Access Licence (PAL) card proves you have been trained to safely operate specific categories of MEWP. It is recognised throughout the UK, Europe, and internationally.
Categories of IPAF Licence
- Category 1b — Static Vertical (Scissor Lift) — the most common type used in warehouses and factories. Moves up and down only, on a stable base
- Category 3a — Mobile Vertical — scissor lifts that can be driven while elevated
- Category 3b — Mobile Boom — cherry pickers and articulating boom lifts. Used for reaching over obstacles
- Category 1a — Static Boom — boom lifts mounted on a fixed base
- Push Around Vertical (PAV) — small manually moved platforms for light work at height
Most warehouse and industrial workers will benefit from Category 1b (scissor lift), with 3b (boom lift) being useful for maintenance and construction crossover roles.
The Training Course
IPAF operator training typically takes one day for a single category, or two days for combined categories. The course includes:
- Classroom theory — regulations, risk assessment, machine familiarisation
- Pre-use inspection — checking the machine before operation
- Practical operation — manoeuvring, positioning, working at height
- Emergency procedures — lowering in the event of machine failure
- Theory and practical assessments
Cost
- Single category — £200-£350 per person
- Combined categories — £350-£500 per person
- PAL card — valid for 5 years, included in the course fee
- Renewal — same cost as initial training, required every 5 years
